It reminds me of that Taliban guy too. We were wreaking all sorts of havoc on the Taliban and he would just say things like, "No, things are going well, quite normal really".
Though, the Iraqi guy takes it to a whole new (dillusional) level. I think both of them practically have a gun pointed at their head when they're talking anyway. I heard Anne Garrols on NPR saying that some Iraqis take the Info minister at his word- habit I guess.
